Pattern

It + is + time pattern can be used to express a need of taking action now or as soon as possible. If used like this, the pattern is followed by a noun and a verb in the past simple tense.

Sometimes it + is + time pattern shows up in one of its extended forms:

It is high time sb did sth
It is about time sb did sth
It is just about time sb did sth

It is high time you began saving towards a flat. // Start now or as soon as you can.

It is time you proposed to Jane. // Do it now or face loosing her.

It is just about time we moved to Brighton. // We can't stay here much longer.

Also, It + is + time pattern can be used to express belief that the present ( or the near future ) is a good / very good / prefect time to undertake a particular action. We are in time for the action and convinced we are going to succeed at what we want to achieve.

When used like this, the pattern is usually followed either by for + noun or to + verb.

It is time for a cup of tea. // It's 3 p.m., a great time for a cup of tea.

It is time to focus on forthcoming challenge of winning the election. // If we concentrate now we are likely to win the election.

It is time for you to begin saving towards a flat. // Now it is the right time to begin, perhaps because you're making more money than usual..
